I agree with the others on here who have mentioned Battle of Algiers. Off the top of my head, I cant think of another movie I've seen that has made a more effective and indispensible use of music.

I have only heard "Sounds of Horns and Whistles" track 5, which was included on David Toop's compilation Ocean Of Sound. I've been meaning to buy The Vancouver Soundscape for awhile, you can buy it along with a more modern version over at their website.
